Is it possible to temporary white list a USB thumb drive as 'read only'?  |

No, it is not possible to specify Read Only access via the Temporary White List. In order to specify Read Only access via a White List entry, you must use the standard USB Devices White List, set the Control as Type flag to Enabled (check mark the Control as Type option), and set Read Only access under Removable device type in Permission for the User(s).
